More than 20000 handling manoeuvres in loading or unloading trailers in a large transportation company were observed. The aim of the study was to determine the frequency and nature of the incidents occurring whilst handling. The incidents were recorded and interpreted from a double perspective, namely as risk factors and as activity regulation factors. The study showed that on average, one incident occurred in every seven handling manoeuvres: 71% of them were related to the environment, and 29% to the activity. While numerous, the environment-related incidents were generally without consequences. In this respect, the activity incidents appeared more risky; also, the majority of these incidents occurred during the load positioning phase. The study also showed that loads are re-handled twice as often in unloading as in loading, the frequency of re-handlings varying widely from one handler to another. The reasons why so few of the observed incidents are reported in accident studies and their significance in the understanding of handling problems are discussed. 相似文献

ABSTRACT: This paper presents an integrated optimal control model that optimizes economic performance of reservoir management in watersheds in which there are significant economic and hydrologic interdependencies. The model is solved using the General Algebraic Modeling System (GAMS). Wetlands protection has become a topic of increased public attention and support, and regulation of wetlands loss under Section 404 of the Clean Water Act has received high priority within the US Environmental Protection Agency (EPA). Despite this, the nation is continuing to experience serious wetlands losses. This situation reflects the contentious nature of wetlands protection; it involves fundamental conflicts between environmental and development interests. Better information is needed to support regulatory decision making, including information on cumulative impacts. Currently, consideration of cumulative impacts, although required by various federal regulations, is limited. One reason is that most regulatory decisions are made on a permit-specific, site-specific basis, whereas cumulative impacts must be assessed on a broader, regional scale. In addition, scientific information and methods necessary to support cumulative impact assessment have been lacking. An anticipatory, planning-oriented framework to complement the existing site-specific permit review program is needed to support more effective consideration of cumulative impacts; such an effort is beginning to emerge. In addition, EPA is supporting research to provide better information on cumulative effects. It is recommended that the EPA program place initial emphasis on synthesis and analysis of existing information, on maximizing its use in decision making, and on information transfer. ABSTRACT: Agricultural drainage water is a major source of environmental pollution in many areas. This paper reviews the literature on the economics of nonpoint-source pollution and applies it to the regulation of agricultural drainage water. Four types of regulatory policies are considered. The empirical analysis is carried out for cotton production in the San Joaquin Valley of California. Variable inputs are the quantity of water applied and the type of irrigation system. All four policies can achieve economic efficiency under the conditions assumed here, but the policies differ in terms of the distributional impacts and administrative requirements. 相似文献

Destruction of Wetlands and Waterbird Populations by Dams and Irrigation on the Murrumbidgee River in Arid Australia 总被引:3,自引:0,他引:3
The Lowbidgee floodplain is the Murrumbidgee Rivers major wetland in southeastern Australia. From more than 300,000 ha in the early 1900s, at least 76.5% was destroyed (58%) or degraded (18%) by dams (26 major storages), subsequent diversions and floodplain development. Diversions of about 2,144,000 ML year–1 from the Murrumbidgee River come from a natural median flow of about 3,380,000 ML year–1 providing water for Australias capital, hydroelectricity, and 273,000 ha of irrigation. Diversions have reduced the amount of water reaching the Lowbidgee floodplain by at least 60%, from 1888 to 1998. About 97,000 ha of Lowbidgee wetland was destroyed by development of the floodplain for an irrigation area (1975–1998), including building of 394 km of channels and 2,145 km of levee banks. Over 19 years (1983–2001), waterbird numbers estimated during annual aerial surveys collapsed by 90%, from an average of 139,939 (1983–1986) to 14,170 (1998–2001). Similar declines occurred across all functional groups: piscivores (82%), herbivores (87%), ducks and small grebe species (90%), large wading birds (91%), and small wading birds (95%), indicating a similar decline in the aquatic biota that formed their food base. Numbers of species also declined significantly by 21%. The Lowbidgee floodplain is an example of the ecological consequences of water resource development. Yanga Nature Reserve, within the Lowbidgee floodplain, conserved for its floodplain vegetation communities, will lose these communities because of insufficient water. Until conservation policies adequately protect river flows to important wetland areas, examples such as the Lowbidgee will continue to occur around the world. 相似文献

This article investigates the impact of ISO 14001 certification on the compliance with environmental regulations by Korean companies. The impact of ISO 14001 certification on the industry was studied through a questionnaire survey and the compliance of environmental regulations were investigated using government-released data. The motivation for an environment management system was a result of the current international situation and the need to maintain fair competition. ISO 14001 certification has been recognized as an essential strategy for industrial competition and to improve company/product recognition. The certified and non-certified companies' environmental regulation violation (ERV) rates were 3.5% and 11.6%, respectively, in 1997. In 1998, the ERV rate had an eight-time difference with 1.0% and 8.5% for certified and non-certified companies, respectively. Annual regulation violation rates were reduced from 3.5% in 1997 to 1.0% in 1998 with certified companies and from 11.6% in 1997 to 8.5% in 1998 with their non-certified counterparts, respectively. ISO 14001 certified companies showed more improvement than non-certified companies in regards to environmental performance. 相似文献

Active exchanges of water and dissolved material between the stream and groundwater in many porous sand- and gravel-bed rivers
create a dynamic ecotone called the hyporheic zone. Because it lies between two heavily exploited freshwater resources—rivers
and groundwater—the hyporheic zone is vulnerable to impacts coming to it through both of these habitats. This review focuses
on the direct and indirect effects of human activity on ecosystem functions of the hyporheic zone. River regulation, mining,
agriculture, urban, and industrial activities all have the potential to impair interstitial bacterial and invertebrate biota
and disrupt the hydrological connections between the hyporheic zone and stream, groundwater, riparian, and floodplain ecosystems.
Until recently, our scientific ignorance of hyporheic processes has perhaps excused the inclusion of this ecotone in river
management policy. However, this no longer is the case as we become increasingly aware of the central role that the hyporheic
zone plays in the maintenance of water quality and as a habitat and refuge for fauna. To fully understand the impacts of human
activity on the hyporheic zone, river managers need to work with scientists to conduct long-term studies over large stretches
of river. River rehabilitation and protection strategies need to prevent the degradation of linkages between the hyporheic
zone and surrounding habitats while ensuring that it remains isolated from toxicants. Strategies that prevent anthropogenic
restriction of exchanges may include the periodic release of environmental flows to flush silt and reoxygenate sediments,
maintenance of riparian buffers, effective land use practices, and suitable groundwater and surface water extraction policies. 相似文献

In developing countries, large dam projects continue to be launched, primarily to secure a time-stable freshwater supply and
to generate hydropower. Meanwhile, calls for environmentally sustainable development put pressure on the dam-building industry
to integrate ecological concerns in project planning and decision-making. Such integration requires environmental impact statements
(EISs) that can communicate the societal implications of the ecological effects in terms that are understandable and useful
to planners and decision-makers.
The purpose of this study is to develop a basic framework for assessing the societal implications of the river ecological
effects expected of a proposed large dam project. The aim is to facilitate a comparison of desired and potential undesired
effects on-site and downstream. The study involves two main tasks: to identify key river goods and services that a river system
may provide, and to analyze how the implementation of a large dam project may alter the on-site capacity and downstream potentials
to derive river goods and services from the river system.
Three river goods and six river services are identified. River goods are defined as extractable partly man-made products and
river services as naturally sustained processes. By four main types of flow manipulations, a large dam project improves the
on-site capacity to derive desired river goods, but simultaneously threatens the provision of desirable river goods and services
downstream. However, by adjusting the site, design, and operational schedule of the proposed dam project, undesirable effects

ABSTRACT: This study was undertaken to investigate the cost effectiveness of selected arsenic avoidance methods. Annual costs of reverse osmosis (RO), activated alumina (AA), bottled water, and rented and purchased water coolers for various household sizes in Maine were compared. Relative ranking of systems shows that RO ($411 annually) is the most cost effective, followed by AA ($518) and one‐gallon jugs of water ($321 to $1,285), respectively, for households larger than one person. One‐gallon jugs ($321) followed by 2.5‐gallon jugs ($358) of water were found to be the most cost effective for households of one person or for households with arsenic III concentrations of 0.02 to 0.06 mg/L and arsenic V concentrations of 0.08 to 1.0 mg/L. Point‐of‐entry systems and water coolers were not found to be cost effective under any of the study's conditions. The research reported here will help states make more definitive treatment recommendations to households regarding the cost effectiveness of alternative treatment systems to reduce arsenic concentrations below 0.01 mg/L. While arsenic removal technologies are improving, which enhances removal rates and reduces costs, the major insights from this analysis appear to be reinforced by technological improvements. 相似文献
